Job Summary 

An Assistant County Veteran Service Officer (ACVSO) assists veterans or their survivors, administrators, executors, guardians or next of kin (“clients”) by determining eligibility, developing claims files, and presenting claims for benefits administered by the US and Minnesota Department of Veterans Affairs and similar agencies. This position acts as an advocate for clients in their interactions with the VA and agencies that affect their claims and provides lifelong case management of the client’s benefits pertaining to healthcare, housing, and financial stability.


Minimum Qualifications
*Within 6 months of hire, receive training and education for the duties of the position, including development of an effective working knowledge of relevant laws, rules, and regulations pertaining to the United States Department of Veterans Affairs, as applicable to veteran's cases before the department and the administration of those cases.
*Resident of the State of Minnesota; citizen of the United States of America; and must be a veteran, as defined in Minnesota Statutes, Section 197.447. “Veteran” means any person who has been separated under honorable conditions from any branch of the armed forces of the United States after having served on active duty for at least 181 consecutive days, or by reason of disability incurred while serving on active duty. 

Associates Degree in related field plus one (1) year experience and/or training in Federal benefit programs, i.e. Medicare, Social Security, or Veterans Affairs;
OR
At least three (3) years experience of prior and work-related experience


Examples of Duties
*Provide access to the Veterans Health Administration to include healthcare, homeless program, employment support, and other programs.
*File Pension Claims.
*Apply for death benefits.
*Apply for State Benefits.
*Provide assistance for case management.
*Review and process appeals and waiver requests.
*Assists with drafting of publications.
*Assists with office management.


Hours: 40 hours/week; Monday-Friday; Weekends/Holidays off

Compensation and Benefits
The starting compensation range for this position is $19.73 to $22.33 per hour, DOQ. This position is eligible for a wide range of competitive benefits, including state pension plan, vacation time, sick time, personal and holiday leave time. In addition, the position is eligible for the County's cafeteria health plan, consisting of three health plans and carrier options; Dental, Vision, and Life insurance; Health Savings and Flexible Spending accounts; Long-term and Short-Term Disability; Supplemental Accident, Hospital, and Critical Illness plans; and Public Service Loan Forgiveness (PSLF) program. The County contributes monthly health benefits to aide in the rising of insurance costs with the contribution rate evaluated annually. Additionally, employees have the option to take part of this contribution as cash in lieu of benefits.
