Description
Job Summary 
 Responsible for front line customer service interaction, assisting the public & timely recording of documents. Determines recordability of real estate documents, processes document information, assists the general public, interprets correct chain of title, and analyzes land descriptions. Responsible for safeguarding of documents. Must achieve certification to be either a Passport Acceptance Agent OR a Vital Statistics Agent within 3 months of hire and perform duties associated with that position. 

Minimum Qualifications
        1) At least two (2) years of business or technical school OR

        2) At least two (2) years of office experience OR

        3) A combination of at least two (2) years of education and experience

        4) Complete and pass testing and certification to be a Vital Statistics Agent OR Passport Agent within 3 months of hire. 

Examples of Duties:
  • Must complete monthly reports and calculate accurately for each department State surcharges and financial reports. 
  • Compiles and reviews for accuracy payments and balances daily accounts. Compiles bank deposits. Must be able to meet deadlines.
  • Advise, assist, and direct the public in person, over the phone, and electronically promptly and with courtesy and professionalism. 
  • Real Estate AND Passport OR Vital Statistics duties listed below
Real Estate:
Perform abstract procedures to assist the general public an others in process of retrieval of filed material, interpreting legal descriptions, determining chain of title and identifying ownership.
  • Ascertain all recording is done on a timely basis, both chronologically and numerically (race office).
  • Deciphers legal descriptions, certifies documents for the public, and determines acceptability of military discharge papers. 
  • Interprets and directs the public and legal professionals on operating procedures and regulations on abstract property. 
  • Support in maintaining an effective system for grantor/grantee, reception, numerical and fee book according to statutory requirements. 
And
Passport:
  • Performs as a Designated Acceptance Agent for Passport Services. Interprets rules and procedures set by the US Department of State Passport Services and assist the public in such and keeps current with new rules and procedures. Must pass yearly certification testing requirements. 
  • Take passport photos that meet US Department of State Passport Services requirements. 
  • Advise, assist, and direct the public on procedures and regulations on obtaining a US Passport product. 
OR
Vital Statistics
  • Keeps up to date on MN Statutes, legislation, and regulations regarding all Vital Statistics types such as Marriages, Births, Deaths, etc. 
  • Answer public requests, interpret procedures, assists, and analyzes problems and develops effective means to provide public with certified copies of birth, death, and marriage certificates. 
  • Explains procedures and assists the public and clergy regarding marriage applications, waivers, and procedures to follow for name changes, etc. 
  • Issues marriage license and after ceremony then issues the marriage certificates. 

Hours: 28 hours/week; Monday-Friday; Weekends/Holidays off

Compensation and Benefits
The starting compensation for this position is $20.82 to $24.20 per hour depending on experience. This position is eligible for a wide range of competitive benefits, including state pension plan, vacation time, sick time, personal and holiday leave time in accordance with their specific union contract.
